Can White Walkers touch water?

How did the Night King get Viserion?

The Night King obtained Viserion in season 7 of Game Of Thrones after he was killed by the Night King during the attack on the Wall. After death, the Night King resurrected Viserion and made him into an Ice Dragon, thus gaining control of him.
